Hopefully there are experts at statistics as well as long-term coin dealers who could give you information for your research.

It is completely unreasonable to analyze TPG pop reports for this analysis given that in general people submit coins when it is economical.  Therefore TPG data is skewed towards representing a greater than normal proportion of higher grade coins and underrepresents lower graded coins.  On top of this, many times coins are resubmitted which artificially raises the population.  And on other occasions collectors just do not submit their coins to the TPG's.

Also, in response to Winston Zack:  To do an accurate population analysis regarding this query I would consult the ANACS, PCGS and NGC populations.  NGC lists 5185 Bust quarters certified with specific breakdowns.  There are going to be many coins XF and under that are uncertified.  I have bought and sold quite a few in the last few months. NGC lists the following breakdown from "poor" to "MS67" with 159 being the number on the low end and 9 the number of MS67s:
